Zucker came to my campsite when I first started playing the game. I kept telling him to move in but he kept refusing. Now that I am more experienced with playing the game, I know that I needed to build a house first. Will he ever come back to my campsite or can I ever meet him again by visiting islands using Nook miles?

Yes, you can. Just because he left that day doesn’t mean he will never come back. All you need to do is be patient. Also, if you don’t know this already, if you have all 10 villagers, you can still invite a new one. The only thing is that you will have to choose a villager already on your Island to move out and so your new villager can move in.
