Question for Massive Warfare: Aftermath

Reaching tier 3 Max out with all the four skills completed cannon was faster for a week and I was happy but it was slower than tier 1 today and this is on turbo mode it took me six rounds of battles and having to get sticker at 45% along with camouflage at 75% to back but it can't build up to fast firing like it was tell me this isn't going to happen with every tier level I move into I hope it fixable
