He is the bartender in the bar on the west side of town. You have to go around the behind the bar and talk to him. He will ask some questions. The first is if you want a drink. Say no. The second is if you have business with him. (I'm not sure if the answer is yes or no. If yes doesnt work then choose no. And vice versa.) he will say something like ahhh you caught me. Then go off into his house. Make sure you have 2000gp because you will have to give him that.

Go to the armor shop and buy noble garb (I think thats what it is. Its noble something.) equip it to the hero and then go talk to the guard. He might ask you something like "is it really you?" (I don't remember. If he does, say yes. Hell let you in. He will let you in then. If he doesnt ask hell still let you in.)
