To unlock Luigi, you first need to unlock the Special Worlds. To unlock them, go through to the final level of World 8 and Beat Bowser.

Afterwards you go and beat the castle level of that first Special World. You will get a letter after unlocking the Special Worlds.

Adding to the answer above,you need 110 star medals to unlock that castle

Also adding to the answer above you need to beat dry bowser which is slightly harder than normal bowser
