There's not an easier way to find Lugia.Every Hidden Boss(Mewtwo,Lugia,Groudon,Arceus e.t.c)has a chance of 5% to find on specific places (for Lugia,All Beaches)
First you have to beat Dark Rust, the final boss of the game. Then you need to go to a beach area and if you see the yellow launch pad with the ! On it is shiny you will ether find Lugia or kyoger.

There are 2 ways to get Lugia and they both involve beating the game.first go to a beach and try for a sparkling launch pad(which may lead to kyogre.)second go to eaterly town and enter the password to munna which is 0442-4822.PS: I used the password for Lugia.
