How to get to Dewford Town if Mr. Briney not in cottage?

I have my first badge and need to get to Dewford Town to get my next badge. I went to Mr. Briney's cottage to talk to him so he will let me on his boat to get to Dewford, but he's not at his cottage. I do not know where to find him or how to get to Dewford Town to get my next badge. How do I get to Dewford if I can not find him?

You need to go save pico from the cave in rout 116(Rusturf Tunnel).
After you go into the cave and beat the grunt Mr.Briney will come to get pico and then he will help you.

If the question you mean is why you can't see mr briney's ship it is that beacause you already have to surf is you are meaning you can't find mr briney it's what BlueBakaNeko said
