After you defeat Norman in Petalburg, you come out, get some intro with Wally, and he gives you the HM for surf. If you're worrying about surfing on Route 103 in the beginning, you don't need to cross the water.

Go to Petalburg City, once you have beating the gym in that city. You can then obtain HM 03 Surf.
