You get the Magma Suit from Maxie in Sootopolis City, it is made from the collective technical knowledge of Team Magma. It able to absorb any impact.

Once the Team Aqua leader reawakens Kyogre, you go through Route 126 to reach Sootopolis City. Now, surf to the left side of town. There is a path along the right side of the PokéMart that goes north. Go up that path, continue going up until you see Steven on your right. Go to him and watch the cut scene. He will then give you the Aqua Suit.
