Make sure you are playing as the mayor character. Then talk to Isabelle in your chair at the back of the town hall. She will ask you whether you want to create a public works project or a town ordinance, pick town ordinance. She should give you a list and one of them will be night owl. Press this and the ordinance will be enacted the next day.
I might be wrong, but I don’t think you can do this if a public works project is under construction. You definitely can’t do it on the same day you start one, but I don’t know if this carries on until it is finished,
