Hi how do you unlock club LOL all he needs is a building permit so how do I unlock it please help!

First, you have to have Nookling Junction upgraded to T&T Mart. To upgrade to T&T Mart, the player must have made a minimum down payment of 10,000 Bells towards their mortgage and have spent at least 12,000 Bells in the store. 10 days must also have passed since the creation of the town. The day after T&T Mart has opened, Dr. Shrunk will appear at the mayor's house. He will ask if he can open a club, and if you agree, he will hand you a clipboard and ask you to get 6 signatures from the villagers. After you get the signatures, give the clipboard back to Dr. Shrunk. Club LOL will open 5 days later.

Very good answer above.

To unlock Club LOL, these are the steps you need to follow:
1-You must have a house, not a tent. To get a house you need to pay off all of your first mortgage which is 10,000 bells.
2-You must have Nookling Junction upgrade to T&T Mart. To get it to upgrade, you need to spend 12,000 bells at Nookling Junction. 10 days must have passed since you started your game.
3-Dr Shrunk will show up at the mayors house. He will ask you to get 6 approval signatures for Club LOL to be built. Go get them.
4-Go up to Main Street. You will see Dr Shrunk waiting for you. Give him the signatures.

Club LOL will then be built after 5 days.
