What is the locked tag team finisher and how do you unlock it?

You frist need to create a tag team, and own superstars that are in a tag can do the tag team finsher.
If you mean locked in as you can't assign one to your star that is because you do not have a tag team set up yet. But you can create a team by Roster Editor. If you mean what the locked move is, I have no clue, but I know how to unlock it. You must complete Batista/Mysterio RTWM storyline and complete some sort of bonus. And you can unlock other movesets by going through Triple H's and CM Punk's RTWM. I hope it helps!
First create two wrestlers then go roster edit put them in a tag team and then go to create a move-set then tag team finishers were there are already made finishers
