Go on on his flying machine thing with him and do the buttons it says to press
If you can't defeat him you should do more crime fighting missions for upgrades
First All You Do Is Press LB & And The Controls That Pop Up While On The Glider, But I don't Remember How I Beat The Other Part I Did It A While Ago.
Keep pressing the auto dodge button no matter what. This will put him in slow motion so that you can go in for an easy kill.
