In the World Tour mode. In order to unlock anything (bar Dr. Eggman and the Avatar), you need to collect stars in the world tour mode. To unlock Dr. Eggman and your Avatar, complete Grand Prix mode on any difficulty in both Normal and Mirror mode in 1st place.
