It is just a glitch, but you do need a homie with you and enter from the passenger door it is very rare but it's still funny, I've also done it in a taxi

Yeah you can just attack aperson and when your gang drives by to help you kill them and soon as they get back in the car you get in the passenger seat at the same time there getting back in the car and you will be in the passenger seat while your gang member is driving around

Sometimes the game will glitch and you will get into the passenger seat of a vehicle and will not be able to drive it. The only time you can be driven around in the passenger seat is during missions and activities.
