The best way I found is to begin by using a helicopter, preferably one you own so you don't have to keep stealing them. Land the copter near the area where you start the mission then fly to the area it directs you too. Once there find a freeway and fly fairly high over it and jump out...do NOT use the parachute. Landing should get you 20-40K in damage money to start with, after that just run down the wrong way on the freeway and try to dive in front of big rigs and the large trucks.
One other trick you can use is after you get hit it's possible to direct which way you fly with the left thumbstick, so if you press up it's possible to constantly land on top of a rig with a trailer and keep flying.
The down side to this strat is you have to restart the mission each time to go back and get another helicopter
