To get hush you have to save the 25 citizens from the goons. (the citizens are in different levels). To get ra's al ghul you have to complete the game 100%.

You can see the levels if there are smileys under it. a sad smiley is that you still have to find the civilian, a happy is that you've already found him or her.

Ra's al guhl may be unlocked by getting all mini kits but there is a tricky one in the sewers that I can't get but I have tried and tried
