You must have Call of Duty:Black Ops II Revolution to get the "Peacekeeper".

To get the peacekeeper in blacks ops 2, you must buy the revolution dlc pack with microsoft points.

That's what I did but I still don't have it. :( It's still under downloads it says I have it just doesn't show up on the game
