It all really depends on you; personally, the two best ones I like are the MSMC or the PDW. MSMC does slightly more damage occasionally than the PDW, but the PDW has more ammo. The Peacekeeper is good at well, at least long range.
For most SMGs, I use the laser sight to hipfire quicker, and I also will use quickdraw. Those are my opinions, however, and may not apply to you. You will have to test out the SMGs and see what really works for you.

I like the MP7 and the Vector with Quick Draw, Reflex sights, Grip, and or Laser.
