Is there anyway to use the cheats you got off the intel pieces to play in multiplayer? I don't have XBOX live, I just play with my brother and we want to use the cheats from the intel pieces, like cluster bombs or infinte ammo.

No, you can't use any cheats you get from the intel pieces with Multiplayer or on Xbox Live.

Sorry but you can only use the cheats for single player not multiplayer or xbox live

Unfortunately not, pal, you're going to have to live without. They can only be used in the re-run of campaign mode, for extra fun.
