Pokemon diamond guy

I'm on the 4th memory block and when I climb to a view point, no investigation icons show on my hud. It does this in all the cities of block 4. Can somone tell me if my game is messed up or if theres somthing that I'm missing. For the sake of all that is good in this forsaken humanity, HELP ME!!!!!!!!!!!!!!!

The only thing I can think of is to go to the city where you last achieved the target kill and try and go beyound the city borders. There should be one border you can go through and then once beyond find a view point and climb it. This will give you more icons for the new part of the city. Other than that I am unsure.
