Its not a cross bow, it is throwing knives. You can unlock them when you get past memory block 3 or 4. And when you run out of them, you need to pick pocket a thug to get more.

I have good news.You CAN get a crossbow! Beat the game and then start again on hard.easy as that!

It's a throwing knives you unlock later in the game. You can't a crossbow and theres no level difficulty.
