There is a little gun you have to get to it and it shoots out baloons thats how you shoot them I beat this game a long time ago so I don't remember exatly where it is.

Well first of all you have to talk to the Tony Alva posse member on the pier next to the scope.
He will complain that the other surfers are taking Tony's wave and will ask you to operate the ballon turret because he wrecked his thumb playing THUG 2.
Now the turret has no scope so you have to find the line of fire.
X is to shoot, and you will want to get them all down before some start getting up again.
Its pretty easy once you get the hang of it but don't get too frustrated if you can't get them at first because it's tricky.
