You have to start at the begining of the alley, and do the wall running.

Start at the right wall then jump to the left.

Then right before the end of that wall jump forward to the top of the building.

The weapons that you will obtain are health restored and your ninpo charged and windmill shuriken.

PS. Pay attention to the answers for the other questions, especially how to defeat Alma in the monastary.
