I have completed all races on level 2 but cant't move to next level. Please help.

You did ALL the races huh?
Then you should be able to go to level two.

Go to free roam mode the press the down arrow and your stats will come up. Press right untill it wont go right anymore. It will come up with magazine covers you havent done. So get your car up to the star raiting you want and beat the game.
