Question for Hitman 2: Silent Assassin

I'm on the mission Revisiting St. Petersburg. I managed to get the SVD ammo. Went into the building where I could get a good shot at Zavorotski, whatever his name is.

I shot him a couple times, he didn't die. I went to the building he was in and I was going to choke him only to find he was a cardboard-cut-out... I can't kill ANYONE on that level, a couple of SVD shots won't even take 1 guy out.

I think my disc is messed up only because on the last mission with the ninjas, they started hopping back and forth with their swords and not attacking me after I killed their leader. Glitch or not, it was still pretty funny...

But I need to know how to beat St. Petersburg.

Since Sergei was your contact, he messed with the sniper by jamming the rifle, stopping you from shooting. The only way you can get a gun is to go behind the building where the sniper ammo is and with your sniper, Melee the guards there and pick up their deagles. Then find a way to get inside sergei's building and head to the second floor and look for the assassin who was sniping at you. A cinematic should play, then all you have to do is escape back to the train station.
