buildie answered:

Bungie upgraded the pistol into the battle rifle so it does more damage. It is a cross fusion of the assault rifle and pistol.

b1blancer67k answered:

The Battle Rifle always shoots bursts of three bullets no matter if it is zoomed in or not, that is just the way the programmers designed it. This is actually more realistic to a real automatic rifle in that three round bursts are one of the settings most can be put on.

ieatflood answered:

Bungie changed their orignal idea. It's like an M16. A real M16 has a three round burst fire. Even when it is in scope mode.

Infoman answered:

You know according to what I found out, the battle rifle IS supposed to shoot one shot when zoomed in. I don't know why. Maybe that's a feature of the tin version.

gtasean88 answered:

It's a battle RIFLE not a sniper
