Ok..i was really bored so I found a packer(the semi looking vehichle thats supposed to be able to carry cars) and I tried 2 put cares on it.whenever I found egt them on I would go to drive off and the fall of the back.i was wondering if there is a way to get them to stay on like some kind of switch on the side the keeps the car on there

Nope. No way to stop vehicles from falling off the Packer. Guess Rockstar takes inertia very seriously.
