Alright, I am glad to see that you have picked one of the hookers up, but you are asking the wrong question here my friend. The question should not be, "Where do I go?" No, that's wrong, the question should actually be, "Where do I not go?" In order for your character Tommy Vercetti to get any action, you are going to have to travel to someplace abandoned and covered. You cannot go into the city, or you cannot go into the Suberbia. Find somewhere abandoned, which means no people are around, and the car is covered. Some places that would be good for you to try out would be, the Bushes, in an alleyway, places like that. You could even try doing it in the garage if you want. I do not know if it will work out or not, but you can try it. It works for me when I go into the bushes. Don't forget to kill the women afterwards to get your precious money back.
