Since all the vehicles in Vice City span randomly, there is no set place a Virgo would be. If it is the last car on your list, then, as has been previously mentioned, it will be the hardest car to find, that's just the way the game works.
The two parts of V.C. I've run into the Virgo the most are Vice Point (in the area of the North Point Mall) and Little Havana (around Umberto's Cafe). I actually took an hour to just run around and jack random cars in order to make it spawn. Good luck.
The best way to get the Virgo is to go to the North Point Mall Carpark. If its not there go for a bit of a drive and then come back keep doing this until it appears.
