I know you can possible get one from Verdant Bluffs when you go up it.
I know that there is one in Whetstone. Go by the dirt track, next to a house their should be a Sanchez maybe a Mesa and then a mountain bike.But this is before you go up the hill though.I hope this helps.

There isnt a cheat to spawn any form of bike unfortunately, but if you want mountain bike, go to Los Santos, and go to Mad Doggs crib, there is usually a bike at the back next to the ramp, that leads to the secret pathway down the road.
