I forgot all of that since it;s been like two months since I played this game, but when you get there, go inside the bar and shoot everyone!! Everyone!! Thats why rockstar and GTA made this game, to shoot everyone!!

Before you go back into that mission go into "Ammunation" and step into the red light were you have to pass shooting tragets and your Tec-9 skills will be 100%.
Once you have you 100% on Tec-9 you'll be able to kill everrybody and pass the mission in Liberty City.

You just shoot him and kill him and fly back to Las Ventoras.

I would suggest you bring big weapons with you. A rocket launcher should turn his shotgun into a pea shooter. Just don't blow yourself up.
