No, there is no stamina cheat. It's not really that hard to get your stamina up anyway.

Stamina is easy to max out anyway, you don't really need a cheat. But there sin't one anyway.

Yes their is a cheat to max out stamina it is up left left down B X L L white R black.
This also the cheat to complete taxi missions but it does max out stamina.

Stamina Upgrade .... Up, A, Y, A, Y, A, X, Black, Right.
