You will learn to fly at the abandoned airport near LV also there you will get the license. You can find a heli on the police station in LS, use a bike to get at it.

Buy the old air strip (above the no fly zone) (but you can't just wonder up there, you have to complete missions to get to that mission where you can) and at 20% (i think) into flight school, you get your license

The others are right about the license, but you can fly a helicopter anytime you want. If you don't have SF or LV unlocked, just use the lock wanted level cheat (b, right, b, right, left, x, y, up) and then get over to an airport (use jetpack cheat: left, right, L, white, R, black, up, down, left, right), Just look around for a helicopter that is not locked, and you can fly it no problem. You can also spawn a Hunter useing: B, A, L, B, B, L, B, R, black, white, L, L. :)

If you head to your airport Verdant Medows, you'll see the television up the stairs & thats where you do the pilot license which is pretty much straight forward. If you do the pilot license & complete it 100% you unlock the fighting helicopter but it only appears now & then if you already have completed the missions for it but if you just bought the air port before you start the mission s well the fighting helicopter should be there permanent, it only disappears when you score the crappy helicopter.

Fly around for 30 minutes or so, then you'll gain access to the airport, but not all the planes.
