Ive wonderd the same thing, and I've looked for one in LS aswell, but there is infact not a secret garage in LS, atleast not for the xbox version.

Ok there is a secret garage. I know because everytime I get a good car I take it there. You know where the vine wood sign is. It's in that city. Or look at you're map and look in the middle then moove you're pointer up left and you will c a green spray and a red ranch RITE NEXT TO EACH OTHER. I MEAN THEY ARE IN THE SAME SHOP. Put you're marker on it then go there. There you can mod you're cars. No cheats needed. I promiss. In that shop you can equip you're car with hydrolics and not just lowriders. I mean all cars. Even limos. And you can put on rims nitro change to any color spoilers vents and all. I do it every day and if you put in the rare cars cheat OMG you will have the best cars evvvveeerrrrrr.
