You only can in Los Santos and Grove Street gangs
Above 1% 2 members
Above 10% 3 members
Above 20% 4 members
Above 40% 5 members
Above 60% 6 members
Above 80% 7 members

It depends on how much total respect you have, but I think it's a total of 7 once you have reached your total respect level.

Another fun thing to do is use the recruit everyone cheat. Its fun.

At aruond 10% you can have 3 homies, at about 50% you can have 5 or som and at around 80% you can havbe 7 guys.
