Yea, do the Bike Skill
Completing all of the objectives with at least Bronze will unlock the Freeway.
Completing all of the objectives with at least Silver will unlock the FCR-900.
Completing all of the objectives with at least Gold will unlock the NRG-500.

There are no cheats to spawn any bikes or motorbikes, but you can find them in certain areas.

No, you need a gameshark if you want to use a cheat to spawn the bikes.
