You can find a tatoo shop in Knothole glade and you can also find traveling sellsmen selling items or weapons.

There is a traveling tatoist in... I dont know the excact place but he's in the Darkwood places.

You can get their from barrow fields or Greatwood.

You can find a tatooist wandering around sometimes...

I found mine walking around Greatwood Culis Gate, theres also one in the TwinBlades camp or some place like that.
