You must first have enough "Stealth" stat (i think thats what it's called) to unlock the "steal" expression. I'm sure this happens when you get 4-5 in the Stealth stat.
If you try using this expression when being watched, you'll be caught and the gaurds will run after you, so be careful.

You need you "Guile" Stat up to at least level 3. Once that's done, you'll unlock the steal expression. To use it, walk up to an item you want to steal and use the expression, holding the button for it. There will be a loading bar for stealing it that will load faster if it's a cheap item and slower if it's a more valuable item. Keep and eye on the "eye" bar, which will show you how many people can see you can how well they can see you. If you steal while the eye has a number of at least 1 and is wide open, you'll get caught and reported to the town guards. If there is no eye or the eye is narrow, you're fine, but be careful because I believe that the eye disappears when you go into the steal expression.

You need to have alot of stealth. You can get stealthy from buy guile with expirence. The yougo up to th item you would lke to steal and hold down the expression.
