Question for Destroy All Humans! 2

OK, guys, I'm not sure what level I'm at because I go back and forth from city to city a lot, but I'm stuck on an odd job (I believe it's the last one) in Bay City. You get the mission from Pox and you have to find the KGB leader in the KGB base, scan him to find out the locations of the safehouses in Bay City, then destroy the KGB. I find this mission easy, I have destroyed the KGB base as well as both safehouses ( I assume there are only two, and I won't tell where they are ), and I'm pretty sure I kill all the KGB agents in the process by hunting them down one by one or sometimes just blowing the whole area up with the saucer. The problem is the game says there is still a KGB presence (the status bar showing the KGB strength won't go down all the way, just a tiny bit of green left like there's one agent hidden somewhere) and it won't let me finish the mission until it is eliminated, even though I have thoroughly searched the entire area and there are no KGB agents or buildings left that I can find. I did notice that sometimes if I use the saucer to blow up an area the agents get caught up in the explosion and fly off the screen, so I figured it might be a bug. But I've tried it without the saucer, same problem. Help!
