I've heard that the Wii version of SvR09 is different from all other versions of the game, so this may not be 100% accurate, but here goes.
You're setting the bat/tables on fire because you have a stored finisher and/or a full momentum meter. If you don't have either of these things, then you won't be able to set things on fire.
Also, you can only set things on fire in an Extreme Rules Match (if the Wii version doesn't have that, then a hardcore equivilent) not in any other type of match will you be able to set things alight.
As for getting behind the referee and pushing him, your character has the "Referee Shield" ability, I assume anyway. (If he doesn't, then that shows how different the Wii version is from each version of the game.)
To find out about other abilities and what not, go into the PS2 section of Supercheats, find SvR09, and go into hints. I posted up how to unlock every ability in there.
