Luigi is not useable by you, but to unlock him, in the Ghostly Galaxy, beat the frst level. Luigi will help you find power stars. Occasionally, you will get mail from him. He will have your star, but you have to go find him. Once you find him and talk to him, he will give you the star.

Well get all 120 stars with mario and beat bowser.then after the credits it will say luigi is now a playable character.that's all there is to it
Also by obtaining all 120 stars with mario you can unlock the grand finale galaxy (The star festival)
Nope. To get to the grand f.g. You must unlock luigi and collect 120 stars with him, not with mario.
You can only unlock Luigi by completing Mario with 120 stars, then you can play as Luigi, also trying to gather 120 stars. The wierd thing though is that Luigi meets Luigi, literally. You'll see in the Boo's Mansion Galaxy, First Star.
Get all 120 stars with Mario, AND beat the game AGAIN and Luigi will be playable.
