You cannot make a character, but you can use a personal Mii created on the Wii's Mii Channel. However, if you use a custom Mii, it won't make it's own unique sounds (unlike a normal character), it will say "Mii" whenever you are about to complete an event (with a normal character it will say the character's name), and all Miis do the same things.
