What do they mean when it say aircraft required on? How do I turn it on

It will be "Aircraft LOCK-ON required".
Basically, during a specific campaign mission or during multiplayer, the Strela-3 anti-air launcher and the M202 "Grim Reaper" missle launcher requires a couple of seconds pointed directly at the enemy air-support (helicopters, UAVs etc) before it can shoot at it. This is so the missle can obtain a 'lock-on' as the missles are tracking missles (ie; via heat signatures from engines etc).
Gaining lock-on is easy. Just aim down the sights, looking directly at the aircraft you wish to shoot, listen closely you'll hear "beeping". Once the beeping turns into a continuous beep, you can fire a "locked-on" missle.

There are certain launchers where you have to hold your aim at the aircraft for a certain amount of time before it locks on then you can fire.
