What you have to do here is go to the downtown area and stand in front of one guy and keep doing tricks until you get 100 stokens from that same guy

Alright here is what you do I kno because I just did it today on my game ok on that level exactly that level(level downtown) you have to get 100 stokens on THAT LEVEL!! So after that you will get a video message then after that you cn go to skater options and it will be there!yay!
