To do the cheats you have to pause the game during gameplay but you have to have unlocked them by going through sarumans tower after completing mission ten and you have to go through the tower with all characters. Or you can use gameshark.

I believe you have to press start and do it, and then hold R2 and L2 or R1 and L1.

First, you press start. Then you hold down L1, L2, R1, R2. Finnaly, you enter whatever the code is.
