I'm now at 97% of the game, I know that I need to unlock the rest of the parts to complete 100% of the game, but here's my question: Can you still get parts from other stages that you did not unlock while you were in that stage, 'cause I didn't do much outrun races while I was in the first four stages.

Yes! When you finish the game, all the parts will be available.
You don't get parts by doing "outrun races". Outrun races are just there so that you can win a bit of cash incase you run out, Thats All!!!!

Actually you can get parts by challenging an opponent for an outrun race. Just you need to impress the driver real good by staying ahead of him or going really fast. If you challenge him enough he will email you and SMS you as well. He or she will tell you that your ride is fast and that you should use this part to win more races or look alot more better. He will tell you to go to this star(which is a special event). Then you will have a time limit to go to this shop. The type of shop depends on the part and what city you are in. Then once you get to the shop, you wil be asked to choose out of a selection. Once you are done,choose it and it will be on or in you ride. NOTE: you will not have to pay for it, you have earned it.
