It helps if he is asleep. But when you get close (not in range yet but you know he's there) use the D pad not L3, it makes you sneak and when you get close try to hold him up, if it doesnt work move 2-3 steps closer and then do it. Once you are holding it up point the gun to his head and then away 3 times (but be quick to aim it back at his head before he moves out of the way) and you should get the camo. ^_^

Here is what I did to get The End's, Moss Camoflauge.

Equip the Spirit Camoflauge so he won't hear you the Anti-Personnel Sensor (AP Sesor) and the M37 shotgun.

Run around a bit and try and find him, when you do and you get near him, holid him up, hold L1 to keep the gun pointing at him, run in front and point your shotgun at his head, he'll shake and nothing happens, do this two more times and he'll shake it lose.

Grab the Camoflauge, equip the MK22 Tranquilizer Gun, and stamina defeat him, by doing this not only will you have got his Camoflauge but also got his Mosin Nagant Tranquilizer Sniper Rifle.

If you Stamina Defeat other Boss' here is what you get :

Ocelot : Animal Camoflauge, prevents hand's shaking when holding gun's in First Person View.
The Pain : Hornet Stipe Camoflauge, prevent's hornets from stinging you, allows you to tame hornets.

The Fear : Spider Camoflauge, gives you 80% camoflauge EVERYWHERE, at the cost of stamina going down VERY fast.
The End : Moss Camoflauge, gives 100% camoflauge when laying in some grassy areas, also lets you recover stamina by standing in direct sunlight.

The Fury : Fire Camoflauge, reduces the damage from fire and explosions by half, and you will never get burned.

Volgin : Cold War Camoflauge, enimies will shoot you if they can see the American flag on your back, however, they won't shoot you if they can see the Soviet Union side.
The Boss : Snake Camoflauge, give's good cover in ANY environment.

If you find this useful please rate this.

Listen, I've tried it...but...find out where he is...but stay out of sight....STALK behind him and pulls the biggest gun you have (not SVD or Rocket Launcher) something like a shotgun and press the square button to hold him up but don't press it too hard or you might fire...but...if you do it right...after 3 tries of doing that he will give you his camo. Good luck

Okay, I've figured out a little trick with making it easier to pinpoint and locate The End (at least on the 3DS version):

After the cutscene introducing The End, The End will be positioned in one of the three sniping spots on the northern ledges in SOKROVENNO SOUTH. At the start of the battle, equip your BEST camo/paint and max out the camo index as much as you can (EZ Pistol helps a lot for inexperienced players).

Now whip out your Directional Microphone and using an online map pinpoint which of the three spots he's at (but do so quickly), if he's at the spot next to the armory, reset the game as it's nearly impossible to sneak by without him noticing.

If he's at one of the two in the northeast corner of the map, sneak your way to that location by taking the west-most exit to SOKROVENNO NORTH on the first 'floor', looping back and taking the east-most exit to SOKROVENNO SOUTH, and BOOM you've cornered him on the mountain ledge!

I managed to copy this tactic twice successfully so I can say it's safe to assume that this'll work. That being said, that ledge location is his STARTING location; so if he notices you and fires at you, you take too long to get there, or bother him in any way while moving to his location he'll move from that spot. I find that you can get there in time if you walk crouched the entire way without him moving, and sometimes you can find him fast asleep if you're just in time (as The End will take a nap before moving to a fresh location).

One other thing I should note about sneaking up behind him: If you intend to shake him down for his Camo, MAKE SURE YOU HAVE PICKED UP THE CAMO BEFORE ENDING THE HOLD UP/HE ESCAPES! I've had at least two times that he's dropped the camo for me, but he stole it back if I shot him before I grabbed it or he dropped a flash grenade before I could snag it.
