He always throws in food. Throw 3 items of food out and it will trigger that cut-scene.

Just throw food back to Johnny the prison guard 3 times ( you'll have to wait for him to give all to you first) and the cutscene starts. from this you ae given the cigar gas gun and the frequency to get out of the cell (in case you missed it the first time).

Ok when johnny give you food throw is back at him and you have to do it 3 times and a cut scene will come on.

Throwing food items back 3-4 times will trigger the cutscene. For some reason I had to throw 4 food items before mine triggered. Maybe I miscounted.
It doesn't matter how far you throw the food either, just make sure it's on his side of the bars.
