OK, there are actually two bombs locatd in strut A. There is the one that can be senced by the thingy, and one that can't be.
One on them is in the boiler room, you have to crawl under some pipes to get to it, it's kinda of confusing the first time you try it.
But then there is this other one you have to get that has a timer on it and you have to reach it before it blows up. That one is located at the bottem of Strut A. You will have to go onto the elevator (the one you came up on) to get to that one.

Well it all depends on the mode your in if, VERY EASY or EASY the bomb is under the little submarine thing, If HARD I think its on the wall or inside the fenced area I can't remember... Happy hunting.

The scented C4 is in the pump room. You will have to crawl in order to get to it. The unscented one is on the bottom of the submarine. You will have to go over the railing at the fenced area and slide across to where you can get into the fenced area. Go as far as you can up the landing without Raiden jumping into the water. Take out your coolant and spray it.

Sensor B is in Strut C where you meet Stillman "the bomb disposal guy."

get the Sensor B (odorless bomb sensor) then head to Strut A quick! Sensor B is in Strut C where you meet Stillman "the bomb disposal guy."

On extreme difficulty, the last bomb is located on the wall the submarine is facing, you will have 200 seconds to reach this

I'll explain well better than others. When you got Sensor B from Peter Stillman, the bomb when Fatman planted is down low to Strut A where you start and entered the plant. Make sure you equipped Sensor B.
Difficulty
On Very Easy or Easy Mode: Bottom of the submarine.(You have to be at the south pipes within the distance to spray the bomb.)
On Normal Mode: On the Ceiling by the southwest corner inside the room.
