That is the alternate ending. The regular ending is just the same with 100. And 99 will get you the ending when you don't have enough

That's an alternate ending. If you want to see both, finish the game with 99 powercells. After the ending, Keira will tell you that you need 100 powercells to open the Precursor Door near Gol and Maia's Citadel. Get 100. Go back and see the alternate ending.
